Community concerns raised over construction works along section of Frankston Beach

Construction works along a section of beach in Melbourne's south-east have prompted concern from a state MP and an investigation by the local council.

On Sunday evening, Frankston MP Paul Edbrooke posted a video on social media showing what appears to be building foundations of a sea wall along Frankston Beach near Oliver's Hill.

He said more than 50 people had contacted his office after a resident had begun constructing the concrete framework, and that about 700 square metres of foreshore had been cleared.

The construction work, he said, had "allegedly no permits, permissions or engineering certificates and [was] taking place on crown land (our beach)".

"No-one knows what this construction is. It is a big pit which seems really unsafe and it's going up very quickly," he said.

"A lot of natural vegetation on the foreshore has been ripped up and a lot of pylons have been put in the sand. It is absolutely crazy.

"I can confirm this work is currently under investigation … I'm working closely with Frankston City Council and the Department of Energy, Environment and Climate Action to protect our beach and foreshore."

Mr Edbrooke said work should be stopped immediately, however on Monday morning construction work was continuing.

Frankston City Councillor Brad Hill said he had visited the section of beach after he received reports of the works from members of the public.

"There is definitely something going on here, and so I have referred the issue to council staff for follow up and investigation, which is now underway. Watch this space," he said.

"Generally speaking, beaches and foreshore are Crown land, while the council is the committee of management."

One local resident, who asked to remain anonymous because of fears of blowback within the community, said he was "shocked" at the amount of vegetation that had been cleared on the foreshore.

"There's a lot of people who are horrified by the theft of a section of beach, and that they've gone ahead and done it without any proper permits," he said.

Frankston City Council has been contacted for comment.
